President Warren Stevenson called the TLHA Annual Meeting to order at 9:34 am.
A total of 19 homeowners were present and five proxies submitted for a total 24 residents represented. There not being the required 50% to hold a meeting a motion to adjourn was made by Dick Hassler and seconded by Kim Parker. All approved. The meeting was adjourned at 9:36 am.

A second meeting was called to order by President Warren Stevenson at 9:37am with the required 25% of homeowners present. President Warren Stevenson then introduced the board members to the homeowners present.

Treasurer’s Report
Kim Parker presented the Treasurer’s report ending December 31, 2014. The income was $5,017.14, which included dues finance charges on late payments and interest earned. Expenses were $4,435.68 for dump- sters, insurance, common area maintenance, entertainment and misc. leaving a net income of 581.46. Total Assets for 2014 is $7,791.88. Kim than presented the 2015 budget. Dick Hassler made a motion to accept the treasurer’s report and Barbara Dale seconded. All approved.
Discussions:
1. Street Repairs: A petition was presented to all the homeowners this past year regarding the condition of our roads. It was then taken to the county and as long as funding is still available, the streets in the Twin Lakes Subdivision are going to be microsurfaced in the Spring. All homeowners will be notified as to the date of this road work to help prevent as much inconvenience to them as possible.
2. Lake Maintenance: The lakes were sprayed with Cutrine to help control the algae and Rodeo for the cat- tails. A work party will be organized to help burn and remove the remaining cattails early this year when the lakes freezes. Rip Rap was put along the dam of the small lake to help with the erosion and it was dis- cussed to get rip rap on the big lake. Grass carp was put into the lakes last spring and will be put into them again in the coming spring.
3. Work Party: Work parties in 2014 have been a great success. Many helpers have shown up and made each task taken on less cumbersome for all concerned. It is hopeful that this will continue in 2015. A special thank you went out to all who joined in helping.
4. Social Events: The Twin Lakes 4th of July celebration was a big success with a fantastic display of fire- works presented at the end of the evening. A thank you to Dianne Simmons for her organization of this event. Thanks to Greg and Linda Snodgrass for their hosting the annual Halloween Party. Kim Parker suggested to possibly change the next Halloween party to a Trunk or Treat gathering with a hay ride for the kids. All me members present thought it a good idea . Sue Hassler moved to have the Trunk or Treat party and the Sharon Hanson seconded. The new board will get a committee together to figure out all the details.
5. Fall and Spring Dumpsters have been well received. The cost of the Dumpsters have gone up so there were 2 dumpsters in the Spring and 1 in the fall. This same schedule will be used again in 2015.
6. Dues: Jim Henderson opened a discussion regarding raising the Homeowners Association dues to $125 as the overall cost of everything has gone up and our association costs seem to be rising also. It was discussed that the $25 increase be applied towards equity for the Association to have some buffer to fall back on. A motion was made by Jim Henderson to have the new board look into this matter was made and seconded by Sue Hassler. All approved.
7. Neighborhood Watch: Dorothy Haynes reminded the homeowners that we have a neighborhood watch. There are block captains listed on the neighborhood maps. If anyone sees anything suspicious, they should call the sheriffs department. The sheriffs department also has a vacation program and if notified they will provide extra surveillance when necessary.
8. Yard Maintenance: The board has been frugal in having all homeowners be in compliance with our CCRs regarding the appearance of their property. Measures have been taken this past year to have everyone com- ply with the mowing rules. A discussion was held about the rules of how many horses are allowed on a TLHA resident property. Also an inquiry was made about laws regarding the number of dogs allowed per property and whether dog kennels are allowed. President Stevenson will follow up on this, as the county laws differ from our CCRs. Issues regarding animals in compliance with county rules and regulations is handled by the County. Any violation of the CCR’s will be addressed by the board.
9. Website: The TLHA website is being maintained by Russ Dickey. Any articles or pictures that you would like to post about our neighborhood can be sent directly to him. If you have any recommendations for service personnel that he can post, it would be helpful to your neighbors to know that there is someone you recommend.
10. CCRs: Jim Henderson recommended amending the CCRs to comply with County Regulations. Due to cost of amending the CCRs, it was decided that a copy of the CCRs and Bylaws, and a copy of Clay County Ordinances will be posted on the website so future buyers will have all information available to them.
11. 2015 Board Members: Out of the current seven board members, four have agreed to stay on the board for the coming year: Warren Stevenson, Kim Parker, Sharon Hanson, and Dick Hassler. Three more members were needed. Jamie Phipps, Geoffery Whitt and Darby Smith were nominated. A motion to accept the members was made by Sue Hassler and seconded by Barbara Dale. All approved.
A drawing was held for 50% 2015 dues for two homeowners. Greg and Linda Snodgrass won the first, and Russ and Sheila Dickey won the second drawing. There being no further business Barbara Dale motioned to adjourn at 10:52 am. Dick Hassler seconded the motion. All approved.
The date for the 1st meeting of the 2015 Board will be held Tuesday, February 10 at 7:00 pm at the home of Sharon Hanson.
